The development zone as an experimental field of economic development and administrative reform, was born in the late eighties. Development zone have many types such as the economic and technological development zones, high-tech development zones, technology parks, industrial parks and so on. In cause of the special political welfare, the development zone has been rapid developed at birth,injecting great vitality into Chinese economic development, and strongly promoted the economic growth in all parts of China. With the homogeneous competition intensifying and the welfare policies of development diminishing,the development zone exist bureaucratic management system problem and other problems such as extensive mode investment, depart mental functions fuzzy. How the zone management system through its own innovation to adapt the zone enterprises upgrading is an issue which development zone builders concern mostly. Therefore, with the basic analysis of the zone’s status quo, the author try to resolve the administrative system reforming problem in the new public service theory perspective.Combining my academic background and basing on the new public service theory, the author summarized the zone management system widespread problems such as the illegal status of the administrative body, the park’s extensive investment, as well as the administrative departments’ bureaucratic tendencies. For finding those problems, the author used theoretical methods such as literature analysis,empirical analysis and comparative analysis. At same time, the author summarized those problems through observing the Xiaolan development zone and talking with the zone practice managers. To solve the zone administrative problems, the author proposed some countermeasures such as speeding up the legislation of development zone, building flexible personnel management system, and developing NGO etc.This paper is contains five parts. The first part is introduction including the background and significance of the study, research status, research ideas and methods, innovations and deficiencies of the research. This part is a preparing chapter. In the second part, the author introduced related concepts and theoretical basis. In this chapter, the author defined the concepts of "zone" and "zone administrative system" and described the new public service theory that is the theoretical support for the research. The third part introduces Xiaolan economic and technological development zone basic overview. In this chapter, the author describes the development process of Xiaolan economic and technological development zone, the status of its economy, status quo of administrative management, problems administrative management facing, causes, etc., aimed at understanding the basic overview of the Xiaolan development zone. The fourth part introduces foreign development zones’ experience about administrative management under the New Public Service horizon. In this chapter, the author describes the advanced experience in Silicon Valley, Tsukuba Science City in Japan, to inspiring the solution of administrative problems in Chinese development zones.The fifth part consisted of the development zone administrative management innovating ways which guided by the new public service theory. In this chapter, the author proposed some advices for the zone administrative management innovating. Such as accelerating the development zone’s legislation, building flexible personnel management system, developing NGO etc. The sixth part is conclusion. In this chapter, the author summarized the main points and conclusions of this study and pointed out the shortcomings in the study.
