Creative Research On The Government Management Of Weifang Binhai Economic-Technological Development Area In New Public Service Perspective

With the global perfection of democracy and legal system, the increasing attention of the whole society to public interest and government efficiency, study on the impact of new public service theory on public management-style reforms is now being highly praised. Under this circumstance, Chinese government at all levels have successively put forward with the conceptual framework of service-oriented government philosophy simultaneously making very fruitful attempts and exploration. For reasons that study on construction of service-oriented government is of far-reaching significance in solving the serious problems including political, economic and social aspects facing our government management.As development zones playing an very import role in growth of economy and improvement of society, while in China over4000of that in different kinds are at existing bigger different progress level and having different government management pattern, consequently via analogy among various government patterns of development zones both at home and abroad, this text sums up the successful experience achieved in reforms of government pattern.By a general statement of the basic connotation and practical implications of new public service theory, taking Shandong Weifang Binhai Economic-Technological Development Area as an example, this text summaries the development of this zone and evolution characteristics of various government management patterns and analyzes the achievements and problems. Based on the exiting economic and social foundation and the development orientation, further research has been gone into on the necessity of carrying out the new public management reform, in order to find out directions to breakthrough by means of SWOT analysis of internal and external environmental factors on management reform. At the end of this text, basic thinking model and possible effective ways of new public management reforms in Weifang Binhai Economic-Technological Development Area. The object of the study is pertinently specific industrial parks with certain economic base and metropolitan development orientation which have already entered into post-industrial era. Therefore, from the stand-point of transformation of industrial park, analysis on this topic is of practical study significance in the early realization of transmission into comprehensive new town.
