The Influence Of Regional Trade Agreements On The WTO System

Regional trade agreements being as the basic principle of WTO exception coexist with the WTO multilateral trade system. It is an important driving force of the world economic development, but also an important means to realize the economic liberalization of trade. RTAs is a testing ground for the multilateral trade system rules, but the degrees of freedom and the access level of RTAs to form high barriers to the basic principle of most favored nation treatment of WTO system caused by the impact. The development of RTAs and irreversible momentum, the position and function of the multilateral trading system is indispensable, which only based on balanced coexistence, is the world’s economic and trade development way.The participants in China as the largest developing country in the world and RTAs, to actively the development of RTAs and multilateral trade system. On the one hand, the development of the multilateral trading system should China through international trade, mutually beneficial and win-win economic cooperation with other countries in the world, gradually increase its influence in Asia and the world. On the other hand, to speed up the pace of China regional economic integration, RTAs to develop detailed implementation steps and measures. At the same time, China should actively participate in the formulation of international economic rules, and ultimately to achieve the long-term goal of building an international economic new order balanced and harmonious.This paper described the RTAs, the connotation, the legal basis, a detailed analysis of the influence of RTAs and the impact of WTO system, and combining with the actual situation of RTAs development in China, we expound the balance WTO system and RTAs, actively respond to the new development of RTAs challenges in China.In this paper, the first chapter on RTAs, the development of the meaning and legal basis. In the second chapter, the TPP and TTIP agreement for the new development and new characteristics of RTAs were reviewed, summarized the practical China participate in RTAs. The third chapter defect with WTO system itself is internal, RTAs for the external WTO system analysis of the impact of RTAs on the impact from different aspects. The fourth chapter puts forward the relationship between enhanced WTO system to prevent the marginalization of the measures and the RTAs should be established and balance. The fifth chapter elaborates the influence of RTAs under the new situation of China, and puts forward that China should enhance the sense of crisis, and actively participate in regional economic development and the WTO negotiations and other initiatives.
