Urbanization has led the original administrative village that set up according to the party’s grassroots organizations to appear a certain extent of organizational slack, ideological confusion, the decline of cohesion and "combat".Secondly, the urbanization increases the difficulties of managing various types of Party members for the grass-roots community party organization. Compared to the mature community of city, because of its complexity of population, heterogeneity between Party members, the community that formed of urbanization is more multiple than the community that formed of traditional rural area. And in the other hand,there are large differences of idea between Rural Party members and City Party members,that is difficult to unified means of educational management.Thirdly, the subject consciousness of the residents in the process of urbanization have been strengthened and the public awareness have been weakened, it is a challenge to the party’s ability of mobilization for the grass-roots party organizations.With the development of urbanization, the subject consciousness of the residents have increased, they have the new understanding to positioning itself and they have more strong demand to realize their own rights. The task grows more difficult for the party and the government to integrate the benefit and the society because of the Conflicts of interests of various social strata in the process of urbanization and their growing awareness of the benefits.Fourthly, it is a challenge of the integrating ability for grass-roots party organizations with the interests conflict that arose from the process of urbanization.One is the compensation problems of land requisition, to break the traditional structure of farmers’ interests;The other is the employment and social security and so on. Liberation of a large number of agricultural workers from the land, they needed to be solved the employment problem.To solve these problems, the core is that the basic level party organization should balance the interests of all aspects,it is related to the problem of interests integration.Therefore, in the new urbanization background, depend on the original work mode is difficult to adapt to the developing situation, lead to the party organizations is inadequate in the integrating of resources, and coordinating interests.All these need the grass-roots party organizations bring advantages into play the political work, in the work of the party construction work, the mass word and the social work, strengthen the value guide, highlight the interest coordination and make efforts to unite the people.Rural party organization is the foundation of all party work in the rural areas, are the core of leadership of the work, plays the role of bridge and tie for the Party committee and government and the masses of the people.The core of cohesion is strong, the link role to play good, directly affects the speed and quality of rural development.The author took Tengzhou,Shandong Province as an example,through research and think, to strengthen the construction of rural party organization under the background of new urbanization as the the breakthrough point of promoting rural development and resolving contradictions that arisen by the urbanization. By giving guidance on Rural Party organizations in all aspects of the organization department, to further strengthen the self construction of rural party organization, to play the due role of the grass-roots Party organizations, to balance and coordinate the interests of all aspects,really solve the problem of contradiction,will make new and greater contribution for the construction of a harmonious and happy rural community. |
