Construction Of The Village Party Organizations Under The New Situation

Agriculture, rural areas and the farmer is the whole and the fundmental quesition in relation to the development of the Party and the cause of people,attention to the"three rurals"is our Party's consistent stragestic thinking.After nearly 30 years of reform and development, the agriculture of our country and the rural areas has ungone a histic and prifound change,the rural ecnomy and the development of the rural society has made acknowledged achievement.However, some deep contradictions, which resticts the development of the agriculture and rural areas are yet to be eliminated,sustained and stable income increase for farmer in the long term mechanism has not established. The situation in rural ecnomic and development of society has not fundmentally changed.We should learn to know the key meanings of building new rural areas comprehensively in the angle of building a well-off society and cultivating a new situation of the building cause with Chinese character.The Party organizations at rural level act as bridge and link in the course of the Party contacting with the masses, is a fighting force of Party rural grassroots organizations, only by the Party organization at the rural level,the work of the Party in the rural areas can be implemented totally.Solve the new situation and the new problem which the development of the rural ecnomy and the society cause,handle with the new contractions and the new conflicts well,which deepen the reform of rural areas and adjust the interests between the masses we meet,grasp and answer to the new opportunity and the new challenge,which the development of the rural ecnomic brings in the course of buliding social new rural areas.Realizing the goal of building a well_off society in the huge rural areas and realizing the modernizations of our country, the key job is to strengthen the lead of the Party to the rural work,build the Party at rural areas level well,make it act as key leader and fighting force really.It consists of three parts:Part One:The importance and the necessity of strengthening the building of the Party at rural level.Its importance is:stregthening the building of the Party at rural areas level is the necessary to guarenntee the Party's routes guideline and policy can be implemented; to guarenntee rural areas develop,rural village stable and the income of the farmer increase, to strengthen the leading role of the Party,to impementing the "three representatives"main theory and build social new rural areas.Tell the necessity of strengthening the Party organization at the rural areas level from the new change which rural areas arise and the problems which the branch organizations of the Party and the members of the Party exist.Part Two:The main question which the building of the Party organization at rural areas level exist and analyze the reason.The main question is: the members of the Party organization at rural level is too low in the whole.The Party organization at rural level is not suitable to all kinds of the rural ecnomic and the rural society,the relationship between the branch of the Party organization at rural level and the members of the committee at rural level need to be adjusted.The building of the ablity of the Party organization at rural level face challenge.The building of spirits cultivations is far behind. The building of the policy should be strengthened. I feel the reason is not single,which cause these question arise.The reason consist of ecno(?)c politic social and policy.Part Three: How to stregthen the building of Party organization at rural level.It consists six parts:Firstly,improve the quality of the member of Party organization at rural level from building high quailty Party organization leader at rural level and building high quality Party member at rural level to illustrate.Secondly, the Party organization should adjust to the development of kinds of rural ecnomic and society from keeping the Party member advanced and strengthening the collective ecnomy to illustrate.Thirdly,deal with the relationship between "rural two committees"well,make clear the duty of the Party organization at rural level,improve the way to lead and build the rural leader well.Fourthly,improve every aspect of ability of the Party organization at rural level totally, consisting of increasing the ability to develop ecnomy,improve the ability to solve the question according to the law, the ability to deal with the question and the contractions,strengthen the ability to serve the people and improve the ability to build advanced culture.Fifthly, impelling the building of rural spirits with good Party spirits.The Party organization at rural level should strengthen the ideological-political education to the farmer specially and strengthen the lead to the building of spirits cultivations,strengthen and improve the Party spirits building,make Party member act as pioneers and model role in the building of spirits cultivation,improve the way to educate the farmer.Finally,impelling the administration to standardization, Party organization should make it clear the role of the policy building, should build perfect policy system, make policy building and policy innovation contact with each other,at the same time,the most important to policy building is to implement.
