Freedom of the seas was one of the most important principles of American Foreign Policy. During the Crimean War, American policy on the freedom of the seas developed greatly. According to the trade treaties between America and other countries, the principle of immunity of private property on the sea was core content of the freedom of the seas which America pursued and insisted.American as a neutral state traded with belligerent states during the Crimean War, advocating the maximum neutral rights during the war, and paying attention to the problem of exemption of private property on the sea. American Secretary of State William Marcy had issue two notes during the war. The first time was in the early stages of the war, expressing that America tried best to maintain the principle of “free ships, free goods”. The second time was after the end of the war to amendment the first doctrine of the “declaration of Pairs”, proposing exemption of private property on the sea as the premise of the abolition of privateer. But participants did not adopt the advice of America, and America did not join the Declaration of Pairs based considerations of own national conditions and national interests. America did not join the Declaration of Pairs had a profound influence on the ensuing American Civil War. The Civil War between North and South and the trade of material supplier were not bounded by the “Declaration of Pairs”.The policy of the freedom of seas in the relevant treaty of America had experienced changes from the “Treat of 1776 Plan” to discuss the preservation and abolish of the Privateer about the “Declaration of Pairs”. As to the rights of maritime trades, experienced from broad definition of neutral rights, to the specific requirement exemption of private property on the sea. This was the developmental trend of America policy on the freedom of the seas during this period. In short, the United States of the Freedom of the sea has the color of liberalism, but it is the core of the national interest. Whether the United States is involved in the European dominated world’s maritime freedom, and it depends on their own national interests. In fact, in the historical development of the war in Crimea, it is gradually established as the tradition of the US marine policy.
