Price monopoly is the behavior that the operators which have a dominant market position in order to obtain high monopoly profits and maximize their self-interest lay down monopoly price.It’s severely punished by antitrust laws in many countries. Price monopoly generally refers to the collaborative price establishing by enterprises, abusing of dominant market position to implement price monopoly and abusing of administrative power to implement price monopoly.three kinds of price monopoly behavior are regulated by our country’s anti-monopoly law. This article mainly introduce the national development and reform commission, the anti-monopoly law of enforcement agencies, investigated and punished price monopoly of LCD display industry for six yeas from 2006. According to news reports, from 2001 to 2006 over the past six years, international large LCD display enterprises headed by South Korea’s Samsung, LG hold meetings to monopoly global LCD market prices, the main purpose of the meeting was negotiating the global LCD market price, exchanged each other information about production quantity, sales and price. Eventually headed by Samsung enterprises and other international well-known enterprises manipulated the LCD display prices and formed monopoly price for the LCD display industry.This article is divided into four parts.The first part is the introduction and analysis to the case of LCD display. This part introduces the basic facts of case and illustrate the inevitability of price collusion of LCD display in China.This part also puts forward the thinking about problems of China’s anti-price monopoly.The second part are investigation and sanctions about LCD case.This part Mainly introduce the United States, the European Union investigations and sanctions on the LCD display case.At the start of the 2013 year, the national development and reform commission (NDRC). After a detailed investigation and collection of evidence, NDRC decided to discipline behavior of price monopoly of headed by Samsung and LG LCD companies.This punishment have a grate significance in the history of China’s anti-monopoly enforcement.This is the first time to punishment monopoly price behaviors of foreign company in the enforcement history of China’s anti-monopoly law. It indicates the improvement of system of anti-monopoly law and the level of law enforcement.The third part is the legal responsibility on the LCD display case differences among the China, the European union and the USA. This part compares the differences among the China,the European union and the USA at the legal responsibility, which mainly introduced the United States, the European Union and China in the legal enforcement system and sanctions about price monopoly and analysis of the differences details. At last,It’s comment on the regulatory measures in the horizontal price monopoly and points out its significance to our country.The fourth part are discussion and Suggestions in law regulation of price monopoly. This part studies the problems and deficiencies existing in the current our country in terms of the price monopoly, analyzing the formation cause of these problems and discussing the reasonable solutions to solve these problems,Finally puts forward the countermeasures and Suggestions to solve these problems.The significance of this study was based on the analysis and research of the LCD display case,.It aims at promoting the legal regulation of price monopoly in our country and promotes the level of management,technology and service quality improving. At the same time it can also reduce the price level.The last purpose is to speed up the law enforcement practice of price monopoly,and consummates our country socialist market economy system.
