This thesis carries out a systemic research on the theories and methods of the price regulation, the central issue of natural monopoly industries.Firstly, the paper begins with the basic theories of natural monopoly and expounds its definition, economic characters and edges.Secondly, in this paper the author explains the classical theories of regulation economics, and then deeply analyses the new development of regulation theories.Thirdly, on the basis of theories research, the paper engages in systemic research on the models and methodologies of price regulation in natural monopoly. In this part, the author decomposes the price regulation into two respects: price level and price structure and studies their models respectively.Then, this paper introduces a new regulation method-benchmarking, and tries to apply the DEA-based benchmarking into the regulation of electricity transmission and distribution sectors.Finally, the author puts forward the individual suggestions on the regulation mechanism for the Chinese electric power industry.
