Globalization not only have led to the development of the human, but also broken the barriers between countries. The narrow trends on time and space have already developed domestic competitions to regional and international competitions. How to get a role in the globalization and have the concept of "international perception" to effectively observe the world have already became a necessary and important topic for the governments and authorities of various countries and regions. In this wave of globalization, how government to play the role of leader is crucial to the ascension or destruction of the regional or international competitiveness. For the government officials and public employees who develop and implement the policies, have a correct international view and a broad international vision will affect the foresight of the policies.Facing severe challenges and fierce competition, from the end of the 20th century the Hong Kong SAR government had spend a lot of energy and resources to develop the quality of the civil servants and government employees. By developing the international perception, the Hong Kong SAR government promoted the internationalization vision of its people, as well as the skills of internationalization. Through more than 10 years of exploration and practice, the Hong Kong SAR government not only had established a relatively comprehensive training system of international perception, but also built a more internationally competitive team of civil servants and government employees on this basis, which achieved in efficiency of the whole is greater than the sum of the parts, and adapted the government to the tide of globalization, to the needs of the regional economic transformation and participate in international competitions.This thesis focused on the case analysis, it took the new practice of development and training of the international perception of civil servants and government employees in the Hong Kong SAR government as the case example, through the definition of the core concept of international perception, and the elaboration of the scientific connotations of international perception in the new era of the civil servants and government employees, using the system contingency management theory and the strategic human resource management theory as the theoretical support, traced back to find the origins and reasons of the Hong Kong SAR government to develop civil servants and government employees’ international perception, revealed a deep insight into aspects of the content, the ways, the methods, the characteristics, the effects and the enlightenments of the Hong Kong SAR government’s mode of operation. Besides above, the thesis also examined the shortness of the Hong Kong SAR government’s mode of operation, summarized the experiences and lessons from the Hong Kong model. Finally, based on the analysis, the thesis tried to provide some practical suggestions and beneficial references from the mainland government and civil servants two different angles, to the development of international perception for the mainland civil servants and public employees, hoping can be helpful in improvement of the quality and international competitiveness of civil servants and government employees.The full text altogether has five chapters. The first chapter put forward the problem, the significance of topic selection, and stated the present situation of the relevant research. The second chapter interpreted the core concepts and compiled theoretical basis. The third chapter analyzed the origin, contents, ways and methods of the Hong Kong SAR government’s development on international perception for civil servants and government employees. The fourth chapter expounded and summarized the characteristics, effects, and insufficient parts of the Hong Kong SAR government’s mode of operation. The fifth chapter based on the analysis of the Hong Kong SAR government’s mode of operation put forward advices for the mainland government and its civil servants and government employees.
