Promotion is an integral part of the civil service. Scientific and complete promotion system can effectively stimulate and maintain the enthusiasm for the work of civil servants, to stimulate their entrepreneurial spirit, so as to promote the government’s work efficiency. Hong Kong to learn from Western developed countries, especially the civil service management system of the Anglo-American countries, according to the characteristics of different positions of civil servants working on the implementation of the civil service classification management. Hong Kong Civil Service promotion in the civil service classification management system on the basis of social and economic changes of as tend to improve gradually, forming a mode of operation with its own characteristics.This paper based on literature searching, try to follow the "Environment-System-value" paradigm, first analyzes the Hong Kong senior civil service promotion system background, combing the Hong Kong Civil Service promotion system by the British Hong Kong Special Administrative Region Government Period to Changes after the establishment of the course, defines the category of senior civil servants, shows the situation in Hong Kong over the past decade the promotion of senior civil servants.After analyzing the Hong Kong senior civil service promotion system background, followed by Hong Kong senior civil service promotion system main contents were discussed, including the promotion system, promotion programs, promotion operation mechanism system. For the promotion system operational mechanism, in this paper, for example, the Administrative Service in Hong Kong senior civil servants promotion, discusses the junior civil servants promoted to intermediate civil servants, intermediate graduated promotion within the Civil Service at all levels as well as promotion of civil servants from the middle to senior civil servants operating mechanism.By analyzing the Hong Kong senior civil service promotion system content, the paper promoted to senior civil servants in Hong Kong value system conducted in-depth excavation, senior Hong Kong civil service promotion system always adhere to the principle of merit system, its main features are:promotion of equal opportunities; focus on performance evaluation and the overall quality; due to post select people; orderly division and cooperation as well as the whole can be supervised. Hong Kong civil service promotion system is not perfect, with the changes of our society, there are also worries, comprising:a possible unreasonable rank structure; that assessment capability assessment for promotion to be refined; the lack of opportunities for personal postings promotion prospects adverse impact; the promotion of limited space may dampen the enthusiasm of the civil service and promotion board efficiency needs to be improved.Research promotion system in Hong Kong senior civil servants to improve our Mainland’s civil service promotion system has a certain reference value, including:the establishment of different categories of independent promotion channels; in addition to positions opened rank promotion channel; cadres to further promote the advancement of scientific assessment; promotion of sound monitoring mechanisms.
