The examination and employment system for civil service is a key part of thecivil service system, because it determines the quality of the whole group of civilservants and the efficiency of the country’s administration. The civil service system inHong Kong is one of the world’s successful ones. Its civil servants are famous fortheir reputation of honesty, high efficiency, impartiality and law abiding. Inaccordance with the social culture and the economic traits, the examination andemployment system for civil service in Hong Kong, through several changes andreforms, has developed a comparatively sound operation mode integrating bothChinese and Western cultural characteristics. Therefore, the comparative study of theexamination and employment systems for civil service between Chinese mainlandand Hong Kong has a practical significance in exchanging and learning usefulexperience.Using human capital theory, the theory of human resource managementin public sector and theory of talent assessment that are applied to theexamination and employment of civil servants, this paper demonstrates thehistorical developments and current situations of the examination andemployment systems for civil service in Chinese mainland and Hong Kong. Thenit deeply analyzes the differences of the examination and employment systemsfor civil service between Chinese mainland and Hong Kong in four aspects:examination authorities, application requirement and qualificationexamination, subjects of examination, moreover, inspection, physicalexamination and trial. At the same time, based on defects of the examinationand employment system for civil service in Chinese mainland, this paper putsforward some suggestions in perfecting it. The ultimate aim of this paper is tolearn from the successful reform of the examination and employment system forcivil service in Hong Kong by comparison to that of the Chinese mainland, to provide useful lessons for the Chinese development in the examination andemployment system for civil service, to strengthen the construction of thetroops of civil servants, and to improve the quality of civil servants andadministrative efficiency.
