Research On The Role Of Government In Promoting Transformation Of Scientific And Technological Achievements

In today’s world, the science and technology has become the most decisive factor of competition of overall national strength, and the transformation of scientific and technological achievements is becoming an increasingly important driving force for the rapid development of science and technology. In both developed and underdeveloped countries, the enhancement of technology innovation and the promotion of transforming the scientific and technological achievements into practical productive forces have become an integral part of national science and technology activities. Therefore, governments have listed the "rejuvenating the country through science and technology", "developing a nation via science and technology" as their own nation’s strategy of economic and social development, invested more and more financial and material resources, manpower, and continued to tighten macro-control of it.Our government also attaches more and more importance to the work of transformation, and makes laws, policies and institution to exert positive influence on it. However, generally speaking, China is facing some limiting factors that will hamper economic and social development, for example, low level of productivity, constraints of energy, resources, environmental and so on, the relatively low ability of independent innovation, and inefficiency of the transformation. This thesis takes the example of Baiyin City of Gansu province, a resource exhausted city, and starts from the perspective of government’s role in achievement transformation, summarizes this city’s current scientific and technological situation, achievements and existing problems, analyses-limitations on achievement transformation. At the same-time, it draws lessons from the successful experience of Fushun City of Liaoning Province, named as one of the first batch of resource exhausted city, about how to transform the science and technology. Then it puts forward the suggestions and ideas-about how to exert government’s functions by enacting and improving rules and regulations,-strengthening policy guidance, increasing capital investment, building up talent teams, and speeding up the formation of production-study research combination, etc. It tries to promote that the improvement of science and technology and the achievement transformation can serve Baiyin city’s economic transformation and development, and public warfare better, so that the transformation of scientific and technological achievements can accelerate the combination of science and economy and push forward the overall progress of society.
