With the rapid development of the socialist market economy, the salary collective negotiation system has become one of the important means to solve the contradiction between the laborers and enterprises. It is also used to ease the conflict, and let labor relations became more harmonious. In 1994, the "labor law" of the People’s Republic of China was enacted. Then our country began to explore the construction of the salary collective negotiations. As the frontier place of the reform and opening up in China. Shanghai began the pilot work of collective negotiation in 1995. With the rapid development of economy and society, the salary collective negotiation system was built from small to large, from the pilot to a comprehensive scale.In terms of volume of the salary collective contracts, the salary collective negotiation system in Shanghai city has been established widely.But in terms of the quality of the salary collective negotiation contracts, the understanding about this is fuzzy. The research of this also can not been seen more in the related academic fields. And it’s short in the research on salary collective contract which is the important carrier of the collective salary negotiation system. The study is based on the Analytic hierarchy process. With the advice from the practitioners and experts in related fields, the paper gives a measurement scheme and makes an evaluation to the quality of the salary collective negotiation contracts. The analysis results show that the quality of the three different types salary collective contract can be concluded as following:the average quality results index of enterprise salary collective contract is 61.61, the average quality index of regional salary collective contract is 45.83, the average quality index of the industry salary collective contract is 48.47, the average quality index of salary collective contract in Shanghai is53.64. In terms of the results of analysis, the average quality indexes of the three different types of wage collective are not high, and the average quality index of the salary collective contract index in Shanghai is low. At the same time, the quality of the salary collective contract in Shanghai cannot be satisfactory. In terms of the analysis, the paper gets the reasons of the low quality of salary collective contract in Shanghai. It can be concluded that the collective wage consultation system arrangement is not appropriate, and it exists certain loss in the supervision system. Also the awareness of relevant consensus subject exist some errors; the relevant contract body owns some defects. Then the paper gives some advice to improve the quality of salary collective contracts. The government should optimize the collective wage negotiation system arrangement, gives a high position for the industry salary collective contracts and makes the collective salary negotiation supervision perfect. Also cultivate the appropriate and the qualified labor negotiation body.Chapter One, "Introduction", it introduces the research background, research significance, research methods and so on. It is the starting point of this thesis.Chapter Two, "The development history and types of the salary collective contract system in Shanghai". It mainly analyses the course of development from the salary collective contract system of Shanghai. And analyses the development in every development stage.Chapter Three, "The designing and implementation of the plan in salary collective contract quality in Shanghai". It introduces the construction of the index of the plan and then give the weight of the each index.At the same time, it still constructs the model to evaluate the quality effectiveness of the salary collective contract. It also gives the designing and implementation about the sampling plan.Chapter Four, "The analysis about the quality of salary collective construct". It mainly gives the research on the evaluation of the quality of the salary collective contract. And it gives the problems existing in the salary collective contract. At the same time, it analyses the reasons about that.Chapter Five, "The advice to improve the quality of salary collective contract".Based the results of the analysis in chapter Three, the paper puts forward the advice to improve the quality of salary collective contract.Chapter Six, "The shortcomings and future prospects of the research". It gives a whole look on the research and then gets out the shortcomings and future prospects.
