Civil servants salary is the most important pattern of individual consumer goods distribution. It extended the living allowance to civil servants. 2006 was the first year of implementation of civil servant law. On July 1, the same year, our china conducted the fourth great civil servant salary system reforms since the founding of new china. The key of reform was to establish a civil servant salary system, a combination of post with level, standardize the pension system, establishing sustainable growth of the salary system and a civil service management mechanism regulatory in order. This is a need of Civil Servants Act and establishing an efficient, clean government.The civil servant salary system is the core of the civil servant system. The civil servant salary system which is scientific and reasonable fair, standardized plays an important role in the guide and inspire on human resource allocation. Chinas civil servant salary system has attracted more and more attentions from various fields'scholars of politics, economics, administrative.
