Working as a necessary and beneficiary supplement to the social security system forged by government, charity work in China makes great contributions to social development and the happiness of the people. Charity culture, which can be regarded as a moral norm or an ethical standard, provides powerful spiritual motivation and intellectual support to the development of charity work. All the practice in China or abroad shows that it is impossible to pursuit for charity’s vigor without cultivation of charity culture. In the primary stage of socialism, due to the unsteady social security system and a huge gap between rich and poor, charity work has to play an extraordinary important role and takes more burden and responsibilities. However, both China’s charity work and charity culture are still in the initial stage and there is still a long way to go.The author provides the perspective of charity culture, illustrate its development history, analysis the difficulties we face in cultivating the charity culture and finally figure out reasonable methods to strengthen the construction of charity culture. The thesis can be divided into four parts.The first part: the perspective of charity culture. In this part, the author provides the concept and characteristics of charity culture and makes a comparison with charity work.The second part: the history for charity culture development. The whole process can be divided into three stages, which are ancient time, modern time and contemporary time. The author also provides features for each time respectively in this part.The third part: analyzing the difficulties we face in cultivating the charity culture. The difficulties mentioned by the author include but not limited to money first value deeply rooted, government does not fulfill its duty, propaganda ineffective, and so forth.The last part: conclusion. The author provides a range of effective suggestions onstrengthen and construction of charity culture of our country.
