The Study On The Implentation Of Counterpart Assistant Policy In Tibet

Counterpart Assistance Policy is a regional development strategy with Chinese characteristics. Developed provinces and cities render assistance gratis to the corresponding recipients, in terms of fund, personnel, project, etc, after the political mobilization from central government. Thus promoting the balanced development of the regional economy, solving the emergency that needs to be driven all-round development of society after major project and serious disaster took place. There is still considerable gap between Tibet and other regions inland referring to the degree of development, due to objective factors including natural resources, ecological environment, economical structure, technical professionals, etc, together with ethnic and religious issue. Therefore, it is the development of Tibet that appears particularly important. The central government adopted a series of effective guidelines and policies to help Tibet develop, in order to strengthen national unity, maintain social stability. "Counterpart Assistance Policy" is one of the important policies.Counterpart Assistance Policy of Tibet is a systematic and complex project which needs forces from different parts. Guided by the central government, there are 17 provinces, several central ministries, and 17 state-owned enterprises participate in the project. Since the implementation of Counterpart Assistance Policy of Tibet, it made reasonable achievements of solving inter-regional imbalanced development and reinforcing national unity, but there are still some problems. This paper attempts to find problems of implementing Counterpart Assistance Policy of Tibet by studying Shigatse Prefecture aided by S city and further to put forward to some thorough measures.Firstly, this article expounds the background and significance of the research, review the domestic and overseas literature related to Counterpart Assistance Policy, explain the methods and contents of the research; secondly, clear the concepts and theoretical basis about this article and again comb the development process of Chinese Counterpart Assistance Policy of Tibet,introduce the contents and characteristics of China’s Aid Policy of Tibet at each stage; once again, conduct case analysis as Shigatse Prefecture aided by S city In the case analysis, fundamental situation of Shigatse Prefecture is presented, describe the existing system of Counterpart Assistance Policy of Tibet from aspects of policy process and framework, and analyze the implementation of Counterpart Assistance Policy of Tibet by S Municipality from aspects of policy implementing institution, policy implementers, procedure and arrangement of Aid Policy of Tibet. And again sum up the implementation effect of the Counterpart Assistance Policy.Finally, according to the chapter four, this paper analyze the problems appeared in the implementation of Counterpart Assistance Policy of Tibet and analyze the factors which generate the problems from respects of policy environment, institutional arrangement of the policy and policy implementation. And indicate that the problems of implementation of Counterpart Assistance Policy of Tibet are results which policy environment, institutional arrangement of the policy and policy implementation effect together.End of the paper, measures are put forward to improve the implementation of Counterpart Assistance Policy of Tibet from aspects of policy environment, institutional arrangement of the policy and policy implementation raised.
