The Study Of Public Participation In Tibet Public Policy Making Process

Scientific, democratization, legalize of public policy request the public policy be changed from the elite decision mode to the public participate mode, the change of this kind of mode concentrates on the public participate the public policy, and develop gradually to cooperate with the government and public, the public participation makes very important function here. In modern democratic society, the public owns the public policy corpus and the dual body, but in China, public participation in public policy-making is at the initial stage, Therefore, in Tibet, public participation in making public policy is more weak. So we analysis the public participation in Tibet from the background, public participation functions, the status of Tibet, public participation and problems and countermeasures, and other aspects of public policy-making process. This paper is divided into five parts: the first part is the introduction, as the background of the public participation, the purpose of the study, research ideas and research methods; the second part is the theoretical and practical basis of the public participation; the third part is the basic concept of public policy; the fourth part is the practical problems in the course of public participation in Tibet ;the five part is the countermeasures from two angles of government and the public.
