With the rapid development of our economy and the improvement of living standards, as well as the advancement of country urbanization, community plays an irreplaceable role in many aspect.Such as in social security, public service and social stability.Our country is in the period of social transition, community become a mediation of various kinds of interests pattern and social contradictions. Community harmony is the foundation of social harmony, to build a high quality and professional team of community workers is fundamental of community development.This paper view the community workers team construction of Ordos city as the research object,by visiting 8 typical communities of Dongsheng, Kangbashi and Ejin horo county. By using the survey method, interview method, literature method and comparative research methods, the author investigats and analyses the present situation and problems exist in community workers team construction in Ordos city.Now the main problems include,the unreasonable structure of the team,low professional,heavy workload but low salary,lack of education and training and the low social recognition.The administration management system, defects of current security and incentive mechanism, the chasm between talent supply and demand, low social participation lead to such problems.Then,the paper discusses and analyses different community management mode and talent management experience of United States, Japan and Singapore.As well as the exploration on community workers team construction of ShenZhen, NingBo, GuiYang citiy.Therefore,the author put forward several countermeasures to strengthen the construction community workers team of Ordos city. Firstly,separating community from governmental affairs is urgent.So we can improve the management policies and regulations and clear the community workers professional identity and lighten their job responsibilities. Secondly,the financial management system needs to be reformed and the community budget system should be setup.Thirdly,we also need to improve the incentive mechanism, guarantee mechanism to improve and workers welfare, at the same time pay more attention to education and training.Lastly,to improve the access mechanism, establish a cooperation mechanism and perfect the system of professional certification are also effective ways.
