A Study On Social Assistance Work In Inner Mongolia

Social assistance is an important part of social security.Social assistance work in Inner Mongolia has been making stable progress, in company with rapid economic development and enhancement in improving the people’s livelihood. Although achievements have been made, various issues still exist. The causes to these issues need to be examined, with close investigation of the situations specifically to Inner Mongolia. Effective actions should be taken to solve the exact problems, so that the social assistance work in Inner Mongolia can be advanced, in which way can the national and local social work that benefits the people take full effects.This thesis aims to take a relatively comprehensive analysis on the social assistance work in Inner Mongolia, find out the main issues as well as the corresponding causes, and also propose countermeasures for dealing with these issues To achieve these goals, I conducted literature review, experience summary, and systematic analysis, combined with my own practical work experiences in the Bureau of Civil Administration. According to the regulations and policies from the Sate Council of People’s Republic as well as our local situation, the Bureau of Civil Administration is in charge of the social assistance work in Inner Mongolia, as well as building up a social assistance scheme. This thesis aims for enhancing the countermeasures and steps to be taken for social assistance work, which can in turn help with protecting social righteousness, achieving common prosperity, enhancing social harmony, together with building up the new village system that is of Chinese characteristic socialism.The existing issues are:insufficient funding investment, lack of regulatory system, severe problems with adequate standards of living, low ability to conduct local social assistance, poor effectiveness of governmental policies, poor social participation and so on. These problems have severely confined the sustainable development of social assistance work in Inner Mongolia, reduced the actual benefits that residents are supposed to gain, weakened the effects of both the national and local policies, and held back the potential improvement in social assistance work in Inner Mongolia.The main causes of the issues above are:inadequate understanding of political achievement, lack of corresponding laws and regulations, poor working scheme, poor construction of informatization, and inadequate supervision. The proposals to solve these issues are:proper political achievement should be aiming for improving the people’s livelihood, laws and regulations need to be improved, working schemes need enhancing, capital investment and management should be strengthened, informatization construction is in need, local ability to offer good service needs improved, and active guidance of social participation is significant. With these measures taken into action, can we improve the social assistance work in Inner Mongolia, so as to make sure that the national and local policies for benefiting the people take full effects.
