The Research On The Rural And Pastoral Area Social Security Institution Of Inner Mongolia

Agriculture,countryside,peasant's question are the fundament question of relating to the overall situation in nowadays social economic development and modernization. At present, the countryside of China is at the stage when is transformed from planned economy to market economy, traditional agriculture into modern agriculture. In this transformation, accompanied by the development in an all-round way of rural social economy, the economic base and social base that the rural already existing family ensures have been broken, the land ensures are unable to meet the needs of development of agricultural modernization and the already existing guarantee function is weakened gradually. Meanwhile, rural market economy is taking shape progressively which needs complete social security system to provide protection for it too. In addition, the aging population and enlargement of difference in urban and rural areas have put forward the requirement in setting up the foundation of the rural social security system. It's a pity that China countryside has not formed one effective and shaped modern social security system till now, remains to be strengthen no matter it is a fundamental research or practice confirmation. Party's 16 sessions in five entire has made a decision to build the socialist new countryside, which offered reliable assurance for setting up and amplifying the rural social security especially. General Secretary Hu Jintao in the 17 largest in the report, "speed up the establishment of urban and rural residents covered the social security system, protect the people's basic livelihood. Social security is an important guarantee for social stability. To social insurance, social relief, social welfare-based, To the basic old-age, basic medical care, the minimum life security system as the key to charity, commercial insurance to complement and accelerate the improvement of the social security system. So, studying the rural social security problem has great theory and realistic meaning. This article draws up to analyze some general character questions in inner Mongolia countryside social security development, and to seek Countermeasures for further developing our country countryside social security.At present, China's academic community pays more attention to rural social security issue and has paid insufficient attention to urban social security issues, and be the lack of in-depth, systematic studies, particularly in rural and pastoral areas of Inner Mongolia's social security undertakings. In view of this situation, this article draws up to analyze some general character questions in inner Mongolia countryside social security development, and to seek Countermeasures for further developing our country countryside social security.The article utilizes the standard analysis and the real diagnosis analysis, the contradictory analysis, the qualitative analysis and the quantitative analysis, the system analysis method to conduct the research. The first part is to analyze the rural and pastoral areas of Inner Mongolia on the social security system and the development of the major problems. Then to analyze the root causes of Inner Mongolia agricultural and pastoral areas on social security undertakings of development which lags behind .At last to introduce the experience of the developed Western countries in the establishment of the rural social security system . By this way ,we get the Enlightenment of constructing the rural and pastoral areas of Inner Mongolia.
