Reaserch On The Achievements And The Existing Problems Studying Of Urban Community Governance Of Dongsheng District In Erdos

The third Plenary Session of the 18th CPC Central Committee put forward to innovating the social governance system, improving the social governance pattern, advocating a systematic management,.constructing a social governance pattern led by CPC Committee, dominated by government and involved all sectors of society as soon as possible, and making every effort to achieve the benign interaction among the governmental governance, social self-regulation and self-governance of residents. However, there are many existing problems in community governance that largely restricts the innovation and development of social governance, such as the ambiguity of responsibilities of institution functions, the imperfection of relevant laws and regulations, the shortage of professionals, the slow development of social organizations, the low participation of residents. Community is the basic element of a society, as well as the primary-level organization of urban governance. Facing the masses directly, community work has a close relationship with the happiness of urban residents. As a result, the community plays an obvious and key role in social governance.Combining the community governance experience, this paper studies the achievements and the existing problems of urban community governance of Dongsheng district in Erdos, analyzes the problems and makes some constructive suggestions based on the current situation of its community development. In accordance with the general ideas of "simplifying the sub-districts, enhancing to community developments, transferring the governmental functions ", this paper points out that it is necessary to transfer governmental functions down to the communities, dispatch agents where they are needed, standardize administrative functions of communities, improve the financial operation system, guide the autonomy of residents, and develop social organizations in order to gradually achieve the goals of making public finance tilt to the communities, gathering public resources to the communities, extending public service to the society and speeding up the formation of community governance system led by party committee, managed by government, supported by society, participated by public and guaranteed by the law.
