Standardization Research On City Road Naming

With the rapid development of economy,city roads are changing with each day passing. City roads,as a basic part of municipal construction,the naming of which are closely related to city construction as well as people’lives. The research on the sdandardization of naming, the legal issues involved and the solutions of these issues are of theoretical value and of practical significance. Laws and regulations related to city road naming are Place Name Management Regulation promulgated in 1986, Implementing Rules of place Name Management Regulations promulgated in 1996 and others XX Measures of Placement Management promulgated by municipal and provincial governments. These laws and regulations are lagging behind the current city construction because many questions exist in the naming subject, the naming procedure and the way of remedy. The purpose of this research is to seek for the standardization and legalization of road naming. The author comnined the present social situation, by the means of field research documents collection, and conparative study from the angles of laws and regulations, naming subject, supervision system, way of remedy, made a detailed discussion and analysis. The author also took example of the naming theories and experience abroad and finaly came up with thorough measures of roadnaming.This dissertation can be divided into six parts. The first Part is the introduction, describes the background of the subject,the research significance, and the present situation of this research at home and aroad. It also involves the characteristics and innovation of this dissertation. The second part is the definition of concepts. The main body of the dissertation is city roads. The author defined the concept of city and road and she also made a comparative analysis on the concept of road and street. In the third part, the author concluded five principles of city road naming. In the fourth part, the author discussed some problems about the present city road naming. In the fifth part, laws and regulations about city road naming are listed. What’s more, the author commented on the legal basis of road naming and discussed the loss of naming standardardization from the perspective of administrative law. In the sixth pare, after a brief introduction of the road naming situation adroad and the influence on the practice and experience in our country, a complete solution was made from legislation, law enforcement, supervision and remedy by the author.
