Research On The Government Functions Of Scientific And Technological Innovation Platform Construction In Fujian Province

In the Report of the Eighteenth National Congress of the Communist Party of China, it proposed that we should take scientific and technological innovation as the top priority in overall national development, and implement the strategy of innovation-driven development. In March 2015, Chinese government has introduced "The CPC Central Committee and State Council several pieces of advice on deepening the reform of systems and mechanisms to speed up the strategy of innovation-driven development". The platform of scientific and technological innovation serves as an underpinner for industrial restructuring and upgrading and helps us implement the strategy of innovation-driven development. Since 2005, Fujian province has initiated construction of the kind of platform and has taken it as an important impetus in eliminating the problem that science and technology become independent from economy, realizing industrial restructuring and upgrading, pushing forward our economy to medium and high level and carrying out the strategy of innovation-driven development, which aims at scientific development and great-leap-forward development of Fujian province.The research has used the theories of the Triple Helix, Public Goods and New Public Service and adopted such methods as literature research, empirical analysis, field survey, interviews to study the functions of the government involved in the construction of the platform of scientific and technological innovation in Fujian province. Firstly, it has straightened out the process of building platforms of scientific and technological innovation in China. Secondly, it has analyzed the principal part participating in construction and brought out new functions of the government after discussing the characters of public goods as well as inquired into how to change government’s function from scientific management to innovative management according to the new features manifested by the current development of science and technology. Thirdly, it has analyzed the present situation of the platform of scientific and technological innovation in Fujian province and the problems existing in exercising government’s power, and provided countermeasures and advice for optimizing government function.Study holds that:(1) The platform of scientific and technological innovation bears the nature of public goods which entails the interference from government, an impetus for the construction of the platform of scientific and technological innovation through exercising its power. The principles of the government involvement in scientific and technological innovation platform construction are:the government should not interfere in the field that the market can play a decisive role, to achieve the effective allocation of resources in scientific and technological innovation, and the government should allow the market to play a decisive role, what the government can do and should do is to create a good environment which better for innovation. But the government should take an active in the field there is market malfunctions, which only depend on the market mechanism, and not able to realizes effective allocation of resources.(2)In the construction of the platform of scientific and technological innovation, the government has played multiple roles, such as an organizer, a manager, a harmonizer. It should play its roles well in plan making, finance supporting, organization harmonizing, regulation and policy making, atmosphere creating and talents cultivating and absorbing, offering supports to the construction and development of the platform of scientific and technological innovation.(3) The construction of the platform of scientific and technological innovation is haunted by such phenomenon as "absence" "dislocation" and "offside" which entail a well-qualified government that is able to optimize its functions by enhancing plan making and the management level in the construction of the platform of scientific and technological innovation, establishing a multi-investment system and improving the policy for the platform, creating good innovative mechanism and speeding up the expanding of the talents team.
