| Prospering the province through science and technology and strengthening the province with talents are important strategies related to the overall development of Fujian Province.Training and training a group of scientific and technological innovation talents is the talent support for Fujian Province to improve its independent innovation capabilities and build an "Innovative Province".It is an important foundation for promoting "Made in Fujian" to "Intelligent Made in Fujian".Therefore,it is of practical significance to evaluate the performance of Fujian’s scientific and technological innovation talents policy and put forward scientific and reasonable policy recommendations.This article is based on the research of human capital theory,policy process theory and public policy evaluation theory.It uses the experience and enlightenment of the policy implementation of scientific and technological innovation talents in typical regions at home and abroad as a reference,and is guided by combing the development process of the scientific and technological innovation talents policy of Fujian Province,and evaluate the overall policy performance of Fujian Province.First of all,combining the literature research,the development stage of scientific and technological innovation and the main content of the scientific and technological innovation talents policy of Fujian Province,the development process of the scientific and technological innovation talents policy in Fujian since the founding of the People’s Republic of China is divided into three stages: the initial exploration period,the deepening reform period and the innovation development period.Analyze the main characteristics and specific content of the Fujian Province scientific and technological innovation talents policy at different stages,and also provide ideas for the construction of indicators.Secondly,based on previous research,policy implementation experience in typical regions at home and abroad,as well as the combing of relevant policies in Fujian Province,the establishment of a policy performance evaluation index system for Fujian scientific and technological innovation talents,and the screening of indicators and verification of effectiveness.Furthermore,using the maximizing deviation method to evaluate the performance of Fujian scientific and technological innovation talents policy in terms of innovation input and innovation output,it is found that the innovation input performance of the scientific and technological innovation talents policy is better than the innovation output,and the performance of different output indicators is quite different,and the gap between innovation output performance and innovation input is large in some stages.According to the six types of secondary indicators of the performance evaluation of the Fujian scientific and technological innovation talents policy,further analysis the performance of the scientific and technological innovation talents policy in Fujian Province from the perspective of R&D personnel input,innovation funding input,innovation knowledge output,innovation achievement transformation and diffusion,and innovation economic benefits.Among them,indicators such as the level of per capita R&D expenditure in innovation input and the number of three types of patent applications per capita per year in innovation output have a greater impact on policy performance,and the role of other indicators also needs to be further improved.Combining the relevant conclusions of the research on the performance evaluation of the scientific and technological innovation talents in Fujian,this article proposes countermeasures and suggestions to improve the performance level of the scientific and technological innovation talents in Fujian from six aspects.Including the establishment of an industry-university-research joint training model to "deregulation" of resources to attract talents;increase the investment in special funds for talents and improve the driving effect of leading talents;leveraging capital crowdfunding,"deregulating" institutions,and promoting the development of R&D institutions;strengthen intellectual property protection and services,and encourage the creation of intellectual property;improve the continuous innovation level of talents,and help the transformation and diffusion of scientific and technological innovation achievements;cultivate and optimize the development of emerging industries,and promote the introduction of talents to create new growth. |
