Since SARS in 2003, our national press spokesman system had begun, which we all see as an effective measure for the government to deal with the public opinion crisis of emergency. However, in recent years, with the rapid development of network technology,the new media, which is represented by the communication technology, such as blog,microblog, news sites, video sites, and We Chat, has come with the rapid development trend.Network media has become the main channel to express public opinion, open public mind and concentrate intelligence in our social public life, penetrating in each of people’s work and life eara.In December 2014, CNNIC released the 35 times < Statistical Report on Internet Development in China >. The report shows that, by December 2014, the scale of Chinese Internet users comes to 649 million, Internet penetration rate is 47.9%, and the scale of mobile phone users is 557 million, which has increased 56.72 million compared with the end of 2013. Especially, since 2010, as the first year of blog in china, many public opinion crisis show that, just press spokesman system can not cope with the situation of rapidly changing network public opinion. So, it, that how to properly deal with the public opinion crisis of emergency, has become a new topic for the national government,especially local governments. And, it seems an urgent task to establish a scientific and reasonable system of dealing with the Internet public opinion crisis of emergency.In this paper, we’ve made a deep study and discuss about the problem of dealing with the public opinion crisis of emergency, mainly focus on the recent time background which the Internet develops rapidly. With the basic analysis about the Current situation, problems and causes of local governments’ dealing with the Internet public opinion crisis in emergency, the paper, fully absorbing The United States, South Korea and other foreign experience, put forward seven institutional suggestions about properly dealing with the problem for the local government.
