A Study On The Public Opinion Of Government Network In Public Emergencies

With the rapid development of information technology and the increasingdemocratic consciousness of the Chinese citizens, informationdissemination function of the Internet is increasingly important.Especially in public emergencies, internet opinions have become adouble-edged sword. If the direction of internet opinions is positive, itcan help governments to respond effectively to the crisis; if the directionof internet opinions is negative, it is very likely to lead to biggerproblems. How the government can scientifically guide internet opinionsduring public crises, give full play to its positive role in a timely andefficient manner, has become one of the major issues to be solved by theChinese government. In this paper, through related theory and case studies,the characteristics of internet opinion during public emergencies aredescribed. The significance of government guidance of internet opinionduring public emergencies is identified. The existing problems and reasonsof government guidance of internet opinion during public emergencies areanalyzed. Taking reference from management experiences of foreigngovernments, suggestions are raised to establish principles and strategiesin government guidance of internet opinion that is suitable for China：Put forward the principle of legality, the principle of public, theprinciple of time, the principle of interaction, and give suggestions toconsummate the government’s own construction, strengthen the network mediamanagement, and improve the quality of public policy recommendations.
