Entering the 21st century,with the innovation of the new media technology,the original information dissemination pattern changing,closed control,strong regionalization,with fuzzy pattern of public opinion gradually towards opening,interactive and diversification,the Internet as a technology innovation,industrial transformation,and provides a new platform of public service.But our country is in the reform of the economic and social transformation period,resources,revenue,profit distribution imbalance phenomenon is very common,social contradictions,to enhance people's consciousness of rights and supervision,transmission speed,easy to form the accumulation effect of the Internet become a convenient channel of public opinion expression.In the new era background,this event has been triggered by the network public opinion of higher frequency and is wider in scope to the disposal of Internet public opinion events of local government and the public image of the maintenance put forward severe challenges.In this paper,based on the theory of public management,take the literature research,case analysis,comparative research,first expounds the concept of network public opinion,analysis the characteristics of the network public opinion,the evolution and development of new trend.Secondly,analyze the response to the status quo of network public opinion,the net,work public opinion results,facing the challenge,the existence question and the reason carries on concrete analysis.Finally,draw lessons from foreign advanced experience,according to China's national conditions,from the establishment of the legal system,dealing with the improvement of the management mechanism,to enhance the quality of the cadres,play political media channels of\"combination\",open network asked administration should be local government thinking and strategy,to improve the ability of local government response network public opinion,the purpose of maintaining the social and the harmonious and stable network environment.
