Study On The Relationship Between Charity And Charitable Trust Supervision System

The central committee of CPC(Communist Party of China) stressed several times to support the development of philanthropy. Clearly, it is a major issue to be solved in the process of building a harmonious socialist society that improving the supervision system of charity, enhancing the credibility of charity and contributing to the operation of charity. From the angle of relationship between supervision system and charity credibility, this paper regards the supervision system of charity as a dynamic social system, and analyses the influence and working mechanism of supervision system on the charity credibility globally.By combining the methods of quantitative research and qualitative research, this paper analyses the current situation that the charity credibility is low in China due to the lack of supervision system. Subjects in the investigation include government administrations of charity, organizations and staffs of charity, charitable donors and charitable beneficial owners, and so on. The research is aimed at acquiring the whole files in the aspects of operation in the charity activities and the construction of the government supervision system in charity.Results of the research show that it’s feasible to build an innovative supervision system in charity to boost charity credibility on the basis of theoretical analysis and empirical research. In the aspects of fund-raising system: first, normalizes the access system of donation subjects; second, introduces a charity law quickly to make up for the lack of legislation of adjusting the relations of philanthropy; third, builds up a supervision system of the money to ensure that charity organization issues to the beneficial owners on time. In the aspects of supervision system: first, builds a on-line platform for the information to reduce costs of information opening and improve the accuracy of information; second, makes credit record as well as enhances legislation of information statistic in charity industry to ensure the operation of charity activities; third, establishes the supervision system through the annual verification in charity as the main way. In the aspects of evaluation system: first, sets up an evaluation mechanism for the third party, and creates a complete external supervision system with the supervision from the government and public; second, builds a system of charity treating differently according to the charity organization situation; third, establishes and perfects the charity rank evaluation and elimination system in China to standardize the management and enhance the credibility of charity.
