Local Protectionism Blocks The Government Public Policy Implementation Deviation Study

Public policy implementation is an important part of the policy process. It is a direct way to achieve policy goals and to solve practical problems. The relationship between central and local governments has changed a lot after the reform and opening. With the expansion of the local authority, local protectionism in the economic field level block the government’s public policy implementation in order maximizing the benefits.As the result, execution errors have occurred during the public policy implementation process and have affected the smooth realization of public policy goals.How to control and reduce the public policy implementation deviation occurred in sight of local protectionism is an important issue of the implementation of public policy research undoubtedly, it also become the significance of this paper lies.In this paper, starting as the status of implementation of public policy, basing as the "economic man" hypothesis, adverse selection and Nash equilibrium theory, impressing on the use of literature analysis, system analysis, case analysis and other methods to bring the actual implementation of public policy issues deviation into its analytical framework. It also analysis and discussion the performances, causes and solution ideas of the public policy implementation deviation occurred in sight of local protectionism.This paper demonstrates a large number of instances to show the serious harm and negative impact of the public policy implementation deviation occurred in sight of local protectionism. So it is necessary to further analyze the reasons and proposed prevention suggestions, and thenprovides reference to the effective implementation of public policy.This paper divided into five parts: The first part is an introduction. It has a brief description of the purpose of the topic, research status, significance and research methods. The second part analyzes the related concepts and three theoretical of this article. The third part describes the performance of public policy implementation deviation,and show the harm of execution error through demonstrations. Tanalyzes the reasons of the public policy implementation deviation occurred in sight of local protection is mand show the importance and urgency of this research. The forth part investigates on how to prevention and cure the public policy implementation deviation occurred in sight of local protectionism. This paper put forward constructive suggestions form four aspects such as improving public policy development, regulating implementation of government policies, strengthening policy implementation monitoring, optimizing the implementation of policies. The fifth fort part is the conclusion. It has done an overall summary for the research the public policy implementation deviation occurred in sight of local protectionism.
