Study On The Problems In Execution Of Local Government Public Policy

Execution of public policy is considered as a continuation of the public policy-making, and it is the crux of solving practical problems. But in practice, the governments at all levels often pay more attention to making a scientific and reasonable policy with ignoring the systemic research on execution of policy. As a result, the implementation of the publicpolicy is relatively weak. Especially in China--a country with huge local governmentsystem, there are many problems in policy's executing process. The effective degree of police's implementation can't totally respond to the request that the social development needs. In order to carry on profound analysis on the basis of research and to excavate the deep reason to these questions, this paper attempts to put forward the countermeasure to the improvement of the public policy and to form our country's effective local government's public policy system.The introduction part has mainly summed up the background of the problem that this text studies from domestic and international respects. The development of public policy execution are narrated briefly and the current research situation in China are mentioned. Also, this part includes theory instruction and researching method.The body part mainly introduce the following:First, theory analysis of the problems in execution of local government's public policy. This part mainly gives several relevant concepts and a discussion is made of the main research contents: Several kinds of models and influencing factor in execution of public policy in local governments. Three kinds of modes: The mode " from top to bottom ", the mode " from bottom to top " and integration type mode, these three kinds of modes have a important impact on execution of the public policy. Whether a policy can be carried out with effective achievement smoothly, it depends on the impact of the participates in different stages, including the policy-making execution subject and the target aspect. Second,Social environmental analysis mainly explain various elements which influence the implementation of public policy, and challenges that we receive under the new situation. Under the environment of our country's market economy, the public execution needs the pluralism of the subject, for the traditonal system is not compatibla; Secondly we should improve the executive system according to the reforming society. Under the new situation, the numerous challenges that the public policy of local government meets require new changes accroding to the new public management theory.Third, to ensure the local government's effectiveness of the policy, we should advance the reform of administrative system, dividing central authorities and local government's power rationally; On the other hand, we innovate the execution mechanism of the public policy, and set up effective mechanism.
