Study On Lenin’s Thought Of Clean Government And Its Contemporary Inspiration

Leader of Revolution Lenin inherited the thought of clean government of Marx and Engels in the long-term practice of establishing Soviet political party and leading the socialist construction of Soviet Union. Combining with the reality of Soviet Union, and paying particular attention to the ruling party construction, he formed rich thought of clean government with characteristic connotation of Soviet Union, these glorious thought of clean government is the precious spiritual wealth of scientific socialism, which has important practical guiding significance in strengthening the ruling party construction and establishing clean and upright politics. Insisting on the principle of the consistency between history and logic, and starting from the classical texts of Lenin, this paper streamlined the formation background, theoretical source and formation process of Lenin’s thought of clean government. It systematically streamlined and outlined the main contents of Lenin’s thought of clean government. Such contents mainly include:strengthening the ruling party construction, no admission of nominal party members, strictly mastering party membership application access, prolonging party member probationary period, and strictly regulating the party standing of party admission introducer. In addition, party member education should be strengthened, i.e. strengthening Marxist theory education, strengthening clean and upright education, strengthening legal education, and anti-bureaucratism; strengthening incorrupt government system construction, strictly dividing the function of power of Central Committee of CPC and the state, establishing the parallel mode of vertical management of Central Committee of CPC and inspection office, and establishing perfect legal system. Moreover, supervision by people should be strengthened, enabling workers, peasants and the masses to directly participate in management, supervision, and have the power to elect and depose civil servants; establishing incorrupt government, low salary system should be executed to civil servants, relatives of civil servants should not assume post in the same office, and voluntary labor should be executed to party members and several penal codes should be executed to corrupt officials. Lenin earnestly practiced what he advocated, led a simple life, opposed personality cult, strictly required himself, and concerned the masses. These six aspects exhibited the characteristics of affinity to people, innovativeness, and practicality of Lenin’s thought of clean government.The new development of Lenin’s thought of clean government and Marxist theory of incorrupt government in Soviet is the important content of treasury of Marxist theory. It still has important guiding significance to democratic political construction of socialism with Chinese characteristics at contemporary China, which is the theoretical cornerstone for constructing China’s clean and incorrupt system. Strict management of cadres is the key; Strengthening democracy and legal system is the guarantee; the new mechanism reform is the important segment; strict supervision is the necessary means. All these thoughts is of great guiding importance in realistic practice in constructing socialist harmonious society of Chinese characteristics and realizing the China dream of the great rejuvenation of the Chinese nation.
