With the rapid evolution of China’s economy and the accelerated advancement of new urbanization process, a large amount of suburban or rural lands have been expropriated, during which various problems have occurred. Facing the huge potential benefits, some local governments have not functioned well in terms of their management and supervision obligations, and in combination with the unsound legal construction, which have led to the deprivation of the corresponding interest and rights from many peasants whose lands were expropriated, and it in turn could easily ignite those peasants’ intensive resistance. “Running the country according to law” was presented in the 4th plenary session of 18 th CPC Central Committee, which showed that under the new urbanization backgournd, the resistance elimination strategy should be implemented in the following ways. On one hand, the goveronment administrative departments should administer in line with law and get started from the formualtion and fullfillment of policies, perfection and execution of relevant laws, perfection of social security mechanism. On the other hand, the modernizaiton of basic level govenrmental system and capability should be impelled to enhance the cooperative power in rural areas.Due to the work causes, the present wirter once took part in the land expropriation in D town, H county of Inner Mongolia, therefore, investigated and studied the resistance incident happened in S village. In this paper, it tried to illustrate the resistance causes and problems occurred in rural areas governance, and clarified the connections between the two. It mainly analyed the specific reasons for resistance of the peasnats who lost their land, the existing various problems in rural areas governance, and therefore put forward the strategies to solve peasants resistance by first settling the governmental problems. In the meanwhile, the “telling story” method was adpoted in this paper to demonstrate a real case about peasants resistance caused by land expropriation, in which sentimental materials and rational discussion were both involved. The study of this subject is of great theoretical and realistic significance. The study on this topic is the urgent demand to innovate rural area governance and maintain basic level stable under the new situtaion of political reform and new normal of economic development. It is also of great realistic significance for elimination of peasants resistance incidents in land expropriation process to realize the beneficial cycle of rural area governance and new rural areas construction. And it has widened the new theory and methods for the positivism study on rural area political science. It has displayed through this case that how these peasants have stepped for rights defense using resistsance from the begining silence, hopefully, which could do more with less, and give some hindsight to the relevant governmental departments.
