Insurance company and Bank have achieved win-win benefits through the insurance products sell by Bank which possesses plentiful trade marketing and customer resources.Bank and Insurance have existed for thirties years in china,practice has proved that Bank and Insurance businesses positive development contribute to commercial bank markets well development from microcosmic view and help for the bank businesses international competitiveness from macroscopic view. At the present, Bank and Insurance businesses were limited in the model of Bank insurance agency. In pace with the Bank and Insurance businesses rapidly enlarged, there are a series of the risks and problem, for example cut-throat competition between insurance companies especially handing fees, inferior quality of customers service, mislead the insurance businesses customer, which have restrained the sustainable development of Bank and Insurance businesses. To solve these above-mentioned problems, current Bank and Insurance legal system has no perfection institutions, among which the effect of the level of legal norms low, no perfect legal system, legislative lagging the development of Bank and Insurance businesses.In addition, Bank and Insurance business supervise institutions have less clear, which exists double cross supervise or no supervise. Compared with other countries, Bank and Insurance businesses institutions came into being mature in these earlier countries, such as France.
