Through the institutional contacts between region and countries, Inter-regionalism becomes a new way of multilateral governance and a new choice for powers’multilateral diplomacy. With the regional organizations and hegemonic powers being the important actors of inter-regionalism, the emerging powers also become constructive participants through various institutional contacts. For the emerging power-India, the Inter-regionalism is the important tool and platform to achieve the rising of great powers and the global great power status.Firstly,on the basis of existing studies,starting from the power structure’s evolving realities of international system and the development of inter-regionalism, this paper discusses the inter-regionalism cooperation of emerging powers as a whole. Emerging powers are the countries with strong overall strength economically, politically and militarily,and also with wide participation in regional affairs and aspirations to seek global power status, they all try to play an active role in the international system transition and global governance. These emerging powers include China, India, Russia, Brazil and South Africa.Regional dominance is an important prerequisite for emerging powers’ participation in inter-regional cooperation, and emerging powers’ interregional cooperation has differences and similarities in action paths, performance and motivation. On one hand, emerging powers’interregional cooperation challenge the existing model of interregional cooperation; on the other hand, they enrich the connotation inter-regionalism and push the global inter-regional cooperation process to the deeper direction.Secondly, from a practical point of view, Indian interregional cooperation includes three ways:"hybrid interregional cooperation", "trans-regional cooperation" and participating in "bi-regional cooperation". The second chapter choses the "India-Africa interregional arrangements " and " in the Indian Ocean Rim interregional cooperation" as the analysis object to describe the Indian-dominated interregional cooperation process.India-Africa Forum Summit is a typical representative of India-Africa inter-regional mechanisms. In Indian Ocean Rim trans-regional cooperation, India catalytic role is reflected in the building of regional security mechanisms and the setting of related agenda.Thirdly, based on the analysis of the process of Indian interregional cooperation, the third chapter studies the motivations of Indian interregional cooperation, namely the important roles of interregional cooperation for India.They are reflected in three ways:peripheral security, multilateral diplomacy and the spread of Diplomatic ideas. Except of the motivations’analysis, this chapter summarizes four characteristics of India interregional cooperation, namely, multiple actors’"bottom-up" promotion, soft institutionalization, capacity nurturing and value norms oriented. These characteristics show a unique model of India interregional cooperation.Lastly, this paper conducts a comprehensive analysis on the performance of Indian interregional cooperation from the perspective of global governance. At the regional level of governance, India-dominated interregional cooperation has promoted regional stability, development and autonomous ability. And it also strengthen regional integration and external action power of the corresponding region. At the global governance level, Indian interregional cooperation has three utilities:easing the burden of global governance through the establishment of regional mechanisms and agenda setting, promoting the democratization of global governance by strengthening cooperation among developing countries and provide new consideration to global governance as a way of governance.
