Globalization makes the society a "golden age" with active exchanging information, reasonable allocated resources. However, it causes series global issues as well. The key to employ the "double edged sward"of globalization to satisfy people’s needs is to understand how to organize social relationships better. Hence, the theory of global governance emerges as the time requires.Gulf region faces many global issues because of it’s particular historical reasons, such as security, economic, democracy, human rights issues. As an inter-governmental organization founded in1980s, Gulf Cooperation Council helps to solve the problems in gulf region effectively. By exploring the managing experience of Gulf Cooperation Council through global governance theory would be helpful to, on one hand, draw lessons from the past and on the other hand, provide examples to other inter-governmental organizations. In addition, since the global governance theory isn’t mature enough, so that the study based on the theory and practical case could test the scientificalness of the theory.This thesis employs the research method of combining international political theory with history. It analyzes Gulf Cooperation Council’s dominant role in managing global issues, it’s internal cooperation mechanism, the construction of international regime, the practice of specific management actions and the validity of the management from discussing the main five elements of global governance theory--subject, regulation, object, value and effect.This thesis consists of three main parts and a conclusion. Chapter one introduces the content of global governance theory and the role Gulf Cooperation Council plays from the perspective of management subject. Chapter two argues the managing results and insufficiency when Gulf Cooperation Council deals with security and financial problems after the council established. Chapter three discusses managing deficiency when the council solves democratic human rights issue. The conclusion part evaluates the managing practice and programming of Gulf Cooperation Council based on global governance theory’s criterion of validity and equality.
