Research On The Governance Of The Township Government Capacity In China

Township government is the most basic level of political organization, most directly face the masses, responsible for governing the economic, political, cultural, social and other affairs of a region, the strength and effectiveness of governance have a direct impact on the stability of state power. Therefore, in the national governance system, the township government plays an important role. During more than 30 years of reform and opening up, our township government has made remarkable achievements in various undertakings, system and mechanism increasingly complete, govern capability continue promote, but at the same time, with the rapid development of the economy the township governance also exposed a lot of problems, severely attack our country existing governance system, especially for governance of the township government is a major test. For this reason, the township government in many parts of our country began governance reform from the 1980 s, introduce, learn, reference the west governance and good governance theory. In recent years, the concept of governance is also attracted the attention of the party and the government, on the Third Plenary Session of the 18 th CPC Central Committee held in 2013, propose general objective of the Comprehensively Deepening the Reform, it is to improve and develop socialism with Chinese characteristics and push on with modernization of the country’s governing system and capabilities, and it point out the direction for enhancing the governance capability of township. In the exploration of enhancing the governance capability of township government, this paper choose the very representative “Jane strong town government” reform practice of Guangdong Province to analyze, by carding experience and practice of some economically developed villages and towns, attempt to conduct systematic thinking on govern current situation of our township government. Summarize some of the main problems of township government governance at present, such as simplification of the governance body, narrow areas of governance, governance manner relatively backward, irrational allocation of rights and responsibilities, lack of governance professionals, etc, and analyzes the cause of these problem. Finally, contrary to the existing problems, based on the analysis and reference of advanced experience in the United States local governance, propose the strategies and recommendations to enhance our Town Government governance capability.
