| With the in-depth development of the modernization process,modernization in various fields has received much attention.In the field of government governance,"modernization of government governance capacity" has become a hot topic of current research.Since mankind entered the modernization process,Western countries have continuously explored various paths for the modernization of their government governance capabilities: during the governance period of the 1860 s,governments implemented a negative administrative path characterized by laissez-faire;In the early20 th century,when the government entered the regulatory period,it implemented a positive administrative path characterized by centralization and efficiency;After entering the 1970 s and 1980 s,government governance gradually moved towards a path of good governance characterized by publicity and service.These three paths have continuously evolved in terms of government governance goals,governance methods,value orientations,and government functions.The focus of government governance capabilities in Western countries has also shifted from safeguarding individual rights and democratic administrative capabilities to strengthening regulatory and administrative efficiency capabilities,and then to public service and collaborative governance capabilities.By analyzing the transformation of the path for the modernization of government governance capacity in Western countries,and analyzing the specific practical methods and influencing factors for the improvement of government governance capacity in different periods in Western countries,the law and logic of path transformation can be obtained.Under the conditions of following universal logic,combining the background of the times and national characteristics,this paper proposes path suggestions for further building the modernization of government governance capacity for China and Western countries in the post modern era. |
