With the coming of economic globalization, the transformation of economic mode is the key to realize the sustained and healthy development of Chinese economic. The communist Party’s reports of 18 th point out, we should firmly grasp the strategic point of boosting domestic demand, speed up the establishment of long-term mechanism for expanding consumer demand, and unleash the potential of individual consumption, in order to change the mode of economic development. Of Chinese 1.3 billion population, the rural population has nearly seven hundred million, accounting for half of national population, so the key of stimulating domestic demand is the countryside. By the way, the key of the modern economy is finance which will promote the economic. And only by the promotion of the rural consumer credit, can we further expand rural demand, and promote the development of the rural economy. The first document of the Central Committee of the Communist Part and State Council on 2009 puts forward some measures of financial for rural economic. The responsible person of the people’s Bank of China who answered a reporter’s question on the related problems of "rural finance" in 2009, said that "the financial institutions shall carry out the rural consumer credit business as a new growth point of the credit business". It reminds that the financial institutions should improve rural consumption credit. However, currently rural credit supply of China’s rural financial institutions is inadequate, which is unable to meet the rural residents of consumer loan demand desperately. While the new rural financial organizations have natural advantages and unavoidable responsibility in the promotion of rural consumption credit, therefore, it is imminent to perfect the legal system of rural consumer credit on the perspective of the new rural financial institutionsIn addition to the introduction and conclusion, there are four parts altogether in this paper.The first part is the general theory of the legal system of rural consumer credit from the perspective of new rural financial institutions of our country. The general theory of rural consumer credit and the new rural financial institutions, and the imminent to develop the rural consumer credit for the new rural financial institutions included, This part also elaborated the theoretical foundation and general principle of the rural consumer credit on the perspective of the new rural financial institutions.The second part is the present situation and problems analysis for the legal system of rural consumer credit from the perspective of the new rural financial institutions. including four aspects of the legal system, the legal system of market admission, the legal system of rural consumption loans, the legal system of rural credit guarantee, and the legal system of rural consumer risk compensation and financial rewards of new rural financial organizations.The third part is the practice and experience of the legal system about foreign rural consumer credit from the perspective of the rural financial organizations. This part reviews the current situation of the legal system of rural consumer credit of America, Bangladesh, Japan and India, and puts forward the advanced experience which is useful to China.The fourth part is the path to perfect the legal system of rural consumer credit from the perspective of the new rural financial institutions. On the basis of advanced experience of foreign rural financial institutions promoting rural consumption credit, this part puts forward the path to improve the legal system of market admission, the legal system of rural consumption loans, the legal system of rural credit guarantee, and the legal system of rural consumer risk compensation and financial rewards of new rural financial organizations.
