Realistic factors should be considered in military transportation, the transportation time is probably late. The path capacity is not only considered in military vehicle routing problem, but also circuitous ability should be considered, especially the decision ability in sudden events. Therefore, uncertain risk factors should be considered in military transport research. The reliability of road network should be paid attention to in decision stage. In this way, the research is more practical.The travel time uncertainty of wartime military transport is studied, especially the negative effect models of attack event and road impedance are established. The packet transportation thought is used to control the influence of uncertainty risk. During the model solving stage, K optimal path algorithms and weighted iterative method are used. Linear programming method is used to get a better packet transport plan. Packet transport plan consists of paths and tasks. Different tasks will be allocated to different paths according to service ability, including time window, stability, risk and other conditions. With the above methods, the packet transport plan is got and the plan plays a recommended role in decision stage.Finally, the Nguyen && Dupuis network is used during model simulation stage. The experiment can be divided into two parts. First, the wartime network time reliability is computed, including road resistance delay and delay risk. Second, packet allocation scheme is calculated, the target is to minimum traffic impedance. During the system simulation stage, the model and algorithm is helpful to provide decision guidance, the transport plan is reasonable and effective.
