With the popularization and development of network, online speech has become one of the most important and popular methods to express citizen’s opinions. The freedom of online speech has been an driving force for the building of democratic and rule-by-law society. However, the characteristics of network give some special attributes to the freedom of network speech, such as stealthiness, promptness and convenience. These attributes bring clashes of rights and will possibly cause harm to others’ privacy right and right of reputation. To prevent these clashes and build a harmonious and healthy network society, it is of great importance to set limits to the freedom of network speech.This article gives a brief of the limits of freedom of speech in the first place, in which the author clarifies the meaning of the freedom of network speech and summarize its new features compared with the traditional freedom of speech. The second part of the article analyses the necessity of imposing limits on the freedom of network speech. The third part is on the main principle of the traditional freedom of speech were compared and analyzed, and elaborates their strengths and weaknesses. Finally, the article tries to provide suggestions on the methods about the restrictions on the network freedom of speech, on the basis of analysis of the existing principles.
