Social management is one of the important functions of the government, social management, in the new period, faces complicated situations of the transitional period. At present, China’s economic and social development has made great progress, and people’s living standard has improved, the comprehensive national strength increased substantially. But, domestic and international environment has undergone a profound change, especially the current Chinese society is in the transformation of rural society to urbanization, people in transition to the community, resulting in frequent conflict-prone, imbalance of interests, weak grassroots organizations and other issues. In 2004 Fourth Plenary Session of the 16thCPC Central Committee, Party puts forward for the first time to "strengthen social construction and management, promoting the innovation of social management system". In 2007, the report of the 17th Party Congress proposed to "establish and improve the leadership of the Party committee, the government responsibility, social coordination, public participation in the social management pattern". In 2012, the report of the 18th Party Congress stressed "strengthen the social management and innovation, promoting the construction of socialist harmonious society". In November 2013, adopted at the Third Plenary Session of the 18th CPC Central Committee "Decision of the CCCPC on Some Major Issues Concerning Comprehensively Deepening the Reform" proposed to "strengthen the social development energy, improve social governance". Fully reflects the CPC Central Committee attaches great importance to promoting the innovation of social management, to build a harmonious socialist society must continue to advance the innovation of social management.In the social management, the grassroots level is the emphasis and difficulty of social management, therefore, the innovation of social management is an urgent need of innovation management at the community level, sub-district office directly facing the people, according to the principle of management focus down, sub-district office needs to take on more social management function. This article focuses on the connotation of innovation in social management, analyses the reasons of the sub-district office as a representative of grassroots government in the social management problems, at the same time learning from foreign experience of social management, combined with the actual situation, summed up the advanced experience for reference, in order to build stable social management innovation mechanism for reference. This article takes Dalian Rixin sub-district office as an example, in-depth analyzes the experiences and challenges of sub-district office social management innovation. Rixin sub-district office makes "serve people, pragmatic, honest and upright" as theme; makes "do people need, make people satisfactory" as concept; makes "the ten dream, do hundred things" as mainline, makes "commitment-practice-assessment" activities as promoting mechanism; makes "three advancing work and five-one program" activities as practice way, based on grassroots reality, carried out grassroots social management innovation. Through the concept of innovation, actively develop the social community organization association; through the construction of multi participation mechanism, innovated social community governance mode; through the integration of resources and mode innovation, solved the long standing problem of the community public service supply shortage, for the realization of harmony and stability society.
