Practical Exploration And Theoretical Reflections On The Social Organization Management System Reform In Wenzhou

With the reform moving forward, rationalizing the relationship between the government, the market and society, and accelerating the formation of separate government agency, clear accountability, autonomy law of modern system of social organization, social management innovation, has become a key element in the transformation and an important pillar of our country. In this reform process, changes in social organization management system, activation of social organizations’energy, reforms of governmental agencies and transformation of governmental functions, public-private partnerships to provide public services more efficiently, have become an effective combination point between China’s local innovation and of top-level design, constantly rewriting the laws and policies related to the field of ecology, ecological organizations and public service performance, effectively boosting the realization of a well-off society.As the innovative demonstration area of social organizations, the comprehensive reform pilot area of the civil administration, Wenzhou began to explore the social organization management system from the earlier, and has accumulated significant experience of central top-level design and promotion. In 2011, the city introduced the "Wenzhou Municipal People’s Government Office’s opinions on government purchase of social service organizations", in 2012, they introduced the "Wenzhou Municipal CPC and Wenzhou Municipal People’s Government on accelerating the development of social organization fostering comments (1+7 files), "a series of policy, not only the number of social organizations, service capabilities and involvement in the field has gained considerable development, but also the effectiveness of the government’s public service gains greater improvement in the political and social cooperation, and becomes a typical case of local social governance innovation. Wenzhou’s practice, together with innovation and reform elsewhere, becomes a trend of our social organization management reform and social governance innovation, and becomes the basis for the country’s top-level design.This paper, with Wenzhou’s social organization management system as the researching object,the reconstruction of political and social relations, local innovation and top-level design as the main researching directions, case analysis and assessment as researching methods, "Why is Wenzhou", "Wenzhou changed what." and "What’s the meaning of Wenzhou’s reform" as the main problem and logical approach, starts a research. The study found that Wenzhou’s reform is not only out of their own needs, but also the result of upper and lower interaction. Wenzhou’s reform has a testing and demonstrating nature; the space and the effectiveness of reforms, ultimately depends on the understanding and breakthroughs of the tops about the political and social relations. At this stage, Wenzhou’s reform has seen the political change-social organizations’space development and ability enhancement-reforms of governmental agencies and Transformation of governmental functions, the social organization development and public service enhancement generate an initial trajectory. Historical experience and practice suggests that innovative institutional mechanisms in the social sphere, are also a boarding ladder process of continuous interaction between local innovation and top-level design.The main contents consists of the following five parts. The first part is the study of the introduction. The second part analyzes the background and reasons for reform in Wenzhou from the perspective of the macro background, regional needs and up-bottom interactions, and answers the issue about "Why is Wenzhou". The third part, from the perspective of "relaxed", the ability to nurture and three aspects of political and social interaction, explores the "Wenzhou changed what".The fourth and the fifth part, from a practical perspective of assessing the effectiveness of the reform and theoretical significance respectively, try to answer this question, "What’s the meaning of reform in Wenzhou".
