As part of city transportation, taxis enjoy more advantages of convenience, privacy and flexibility than others means, and in consequence, enrich the public choices. By the end of 2013, the market maintenance of taxis was up to 1,340,000, with 8,000 companies and 2,600,000 employees in all. However, this industry has been twisted by high profits and triggered a series of social conflicts. To cite merely the first two months of 2015, multiple group events were seen break out in Nanjing of Jiangsu province, Shenyang of Liaoning province and Ruijin of Jiangxi province. After governments’ striving, these events were settled exteriorly, but the real problem underneath of the industry has never been touched.There have been existing kinds of conflicts between possible considerable profits and potential unbalanced distribution, which, when intensified, magnified and publicized among and via governments, companies, practitioners, and clients, directly cause the severe strikes. All of these problems take a deep root in the fact that the ownership of taxis in our nation must come into existence after the special permission of government, and the permission always comes with extremely strict terms of regulations, which basically equals to banning private entry to the industry. From the angle of national legislation, the system of special permission is too weak to present equality and justice, and the failure in correcting it will keep the current problems, especially strikes, as everlasting as one can foresee.Therefore, the solution of problems concerning the special permission of taxi management means the solution of all other problems. The research is centered on the taxi ownership and relevant legal issues, and furthermore, through the analysis of several systemic problems caused by the special permission mentioned above and its legitimacy, is expected to offer the disturbed taxi trade some practical help.
