With social and economic composition, organization form, employment situation, relationship of interests and mode of distribution increasingly diversifying, social contradiction between urban and rural areas, between different regions, between different social groups and social classes has been a trigger for piloting group events. Our government invests a lot of manpower, material resources and financial resources to deal with group events, but it is still run into the trouble of palliatives. This article that is research the governance Dilemma and the means of legal regulation is based on the big background of the social transformation period of our country.Based on the existing research literature on group events related concept definition, the paper puts forward the legal regulation theory of group events; Then, the paper explains the four stages of group events experienced by brewing, collection, production and management, and reviews the legal norms of the legal regulation of group events.
