The grassroots people’s courts are the lowest level of the national judicial, accounting for 80% of the number of courts, are responsible for nearly 80% of the national legal cases, is the forefront and the main force to resolve social conflicts and disputes. The judge as the grassroots people’s court important human resources,is the decisive factor to play the role of the court functions. The judicial quality of the grassroots people’s courts depends on the judge working performance which influences the realization of the judicial goal on impartiality and efficiency. As an important part of the team management, the incentive mechanism of the grassroots people’s court team play a vital role to fully tap the potential of trial human resources, to motivate the enthusiasm and creativity of the team, and to improve the judicial quality.The author believes that in the current judicial system, the lack of scientific and effective judge incentive mechanism according with the trial judge rules is a major problem of the team management of the grassroots people’s court. In recent years, the personnel system construction of the court system has made some progress, but some deep-seated problems of the judicial personnel management system and mechanism have not yet been resolved fundamentally, combined the lack of the effective incentive mechanism within the court, the judge burnout is more prevalent, serious loss of the trial human resources, which has become a bottleneck to restrict the scientific development of grassroots people’s courts. How to stimulate the vitality of the grassroots people’s court judge team, establish scientific and effective judge incentive mechanism according with the trial judge rules, it is an important task in front of the grassroots people’s court. At the same time, the author believes that the key of the grassroots judge incentive mechanism is system incentive. The new round of judicial reform is currently being carried out, the reform of the judicial personnel management system, a clear direction for the full depth of the court reform, and get rid of institutional barriers to provide real possibility. A new round of the reform of the judicial system must be fundamentally get rid of the obstacles of the judicial system and mechanism, establish a judge of scientific and effective incentive mechanism, in order to fully stimulate the vitality of the grassroots people’s court judge team, and constantly improve the court trial quality and efficiency.Based on the above consideration, this article intends to incentive mechanism as the angle of view, combined with the ongoing reform of the judicial system, to G count D city people’s court as an example, using related theory of human resource, deeply analysis management of the grass-roots court judge incentive mechanism of the status quo, existing problems and causes, put forward countermeasures to perfect the grassroots people’s court judge incentive mechanism, in order to strengthen the management of grass-roots court judges, to provide constructive comments and suggestions to improve the quality and efficiency of grass-roots court trial, hope to make benefit to further promote the reform of the judicial system, reform and improve the judicial personnel management system.
