Village cadres are the bridges and bonds of CPC and gorverment,which contacting with people. They are the direct embodiment of the image of CPC and gorverment.They play an important role in the process of strengthening the rural grass-roots regime、promoting rural economic and social development and leading the farmers to getting rich together.After the third plenary session of the 11 th central committe of the communist party,we implement Household Contract Responsibility System on the economic and System of Villagers Autonomy in the villages of our country on the politics. The combination of them realizes the rural social developing rapidly in China.Acting as the “leaders” and “leading swallows”in village development-- village cadres contributed to the development of rural society and economy and rural social governance over 30 years. During the process of over 30 years, village cadres appear obvious differentiation phenomenon in the country.Some of them lead all the villagers to the road to become rich by their personality charm、excellent ability to work and strong social sense of responsibility and mission;But some of them go to the road to corruption,who are rough in the work and abuse the power of the villagers autonomy,leading to indifferent relationship between cadres and masses 、 the villagers’ collective petitions and so on.Some village cadres are on the positions but not serve for people,despite a variety of reasons of these problems.But these problems are related to village cadres’ salary. As their salary is low,it can’t meet the need of their family.So some village cadres are on the positions but make money to support their family from the second office.Because the village cadres’ politics 、the low salary and no guarantee for pension,so some village cadres don ’ t serve for people.They believe that there is no hope to promote even though trying their best to serve for people,so that they don’t serve for people or do less things for people;and so on.Thus these problems have something to do with village cadres’ salary. Formulating the rights and regulations of village cadres to guarantee the salary、politics and pension have become the possible ways to solve these problems.So in 2008 Hebei province piloted it,and in 2009 Central Organization Department specially formulated and issued documents to propose “one set and three having”policy(stimulating legislative powers and specifications、having reasonable salary、having a hopeful future for village cadres、having guarantee for droping out the work。Five years later,some gorverments have implemented the policies carefully;the responsibilities for all the posts of village cadres is obvious and normative;The work salary is realized to be steadily;its development space gradually expand;the guarantee mechanism of droping out the work has been formed basiclly.These progress stimulates the vitality of village cadres,promotes the work carried out in rural areas and achieve some effect.Meanwhile, at the same time,there are some problems. This paper is in connection with the production and development of “one set and three having ” policy and some problems in the process of development amd proposes some constructive strategies to solve them.
