The Research On The Villager Committee Election Problems And Countermeasures

The election of the villager committee plays an important role for promoting the construction of grassroots democratic politics in China. It is also the core of rural villagers’ democratic self-government system. A general election of the villager committee in accordance with the law is the major route to expand democracy at the grassroots level, to safeguard the legitimate rights and interests of the villagers, as well as to ensure democratic rights of the general public. It is also an important step to promote the construction of rule of law in rural China. In 1998, “The Organic Law of the Villager Committee of the People’s Republic of China” was officially promulgated and implemented, which is an implication that the general election of the villager committee has gradually become standardized and institutionalized. However, inevitably, there are still many problems that remained to be further explored and solved. It is of great practical significance to analyze the problems that might occur in the general election, to examine their underlying reasons and to come up with corresponding countermeasures.By the end of 2014, the 11 th village election of D town Z County has made a great success. However, in this process, a variety of problems and hardships have occurred. Based on an investigation of the election in various villages, and by comparing with previous elections, this paper will analyze the problems that existed in the 11 th village election of D town Z County, and provide some countermeasures.D town Z County could serve as a quite representative model for a study of the village elections. As a provincial level demonstrative town, D town is now facing with many new situations and problems in all aspects of social management and public services. By analyzing and addressing the problems that have occurred in the village elections of D town, this paper could put forward corresponding and plausible solutions and countermeasures, in order to provide some experiences and guidance for the general elections of villager committee in the future.
