Any country regards democracy as the highest goal of politics, China is no except-ion. Village Committee Organization Law of the PRC, promulgated in the 1980s prov-ides important legal protection for the development of socialist democracy and the imp-lementation of village self-government in China.China is known for vast territory and large population. Direct election of village committees is the prerequisite and basis for village self-government, involving a population of 900 million people, and the country's total land area of over ninety percent. Direct election of village committees, is the inevitable product of Chinese rural economy and political reformation and the requirements of social development in chinese rural area, as well as the the major driving force and system security to promote rural economic and social development, effectively improving the democratic election on the basis of villagers autonomy, has very important significance on promoting democracy in our political process,.Twenty years, the major places have been carried out seven village committee elections. The election methods has experienced the reformation which changes from the township (town) party organization to village election committee organiza-tion; the election modes has experienced the reformation which changes from "can-didate election" to "no candidate election,". As the practical experience accumulat-ing, the electoral process improving. But it should be noted that the changes in our society and institution have a profound impact on the thinking and behavior in our rural areas, which directly reflect on the general election are there have been many new situations and new problems appeared in the running process,and there is a considerable gap between the "ideal state" and reality, which also caused a lot of confusion and fear of difficulty of grassroots cadres. Therefore, as village self-gov-ernment further developing, democratic elections of village committee has to be reformed in the whole system and to be regulated, to make it more consistent with the characteristics of the rural area of China.In view of this, as the H City of Hunan Province an example and village committee election a general theory, by using case studies and other study methods, this paper try to analyze the current existing problems, and propose countermeasures.
