An Empirical Study About The Eighth Villagers’ Committee Election Of A County, Hunan Province

Villager autonomy system began in the early80s of the20th century, developedin the1980s, popularized in the1990s, with the disintegration of the people’scommune system, the villager autonomy system rapid spread. Through theinvestigation of the eighth villagers’ committee election of A county of HunanProvince, this article found it has many problems exist in the election. Firstly, theelectoral process is not standardized, such as the voter qualification has controversial,the candidate qualification, the proxy voting and ballot papers exist problems.Secondly, the villagers’ democratic consciousness of rule of law, voting enthusiasm isnot high. Thirdly, part of the cadre work sense of responsibility is not strong, Finally,the disordor of the election and the clan forces interfere the election. This articleattempts to put forward to complete the countermeasures and suggestions of thevillagers’ committee election. Firstly, strengthen the construction of village elections’legislation, make the village election procedures more perfect. Secondly, strengthenpublicity and education and strengthen the construction of village elections and try toimprove the state of villagers’ committee election in all aspects of effort. Thirdly, fullyimplement the Party’s central leadership, and comprehensively promote the fourdemocratic village elections’ environment, crack down the bribery and disrupt theelectoral act to ensure clan forces to guide the election forword healthy. Finally,establish the appropriate relief system to ensure the election process conductsmoothly.
