Research On Zhou En-lai’s Deliberative Democracy Thought

From the period of Land Revolution, Zhou En-lai was in charge of the United Front working of the Communist Party of China for a long time. For more than half a century of the revolution and construction practice, Zhou En-lai explored the characteristic deliberative democracy theory. For China’s rising, Zhou En-lai combined the Marxist dialectical philosophy, political theory with the specific conditions of China.This paper is divided into four chapters.The first chapter is the Introduction. This chapter describes the background, the current status, the value and the highlights of this research.The second chapter is the historical review of Zhou En-lai’s Deliberative Democracy Thought. The development of Zhou En-lai’s Deliberative Democracy Thought can be divided into four stages: firstly, the sprout: the period of anti-Yuan movement and studying in Nankai School(1913-1919); secondly, the developing: the period of the May 4th Movement and the New Democratic Revolution(1919-1949); thirdly, riching: the period of the new CPPCC meeting and the socialism transform(1949-1956); fourthly, maturity: the period of the 8th National Congress of CPC and the socialist construction:(1956-1976).The third chapter presents the main contents of the Zhou En-lai’s Deliberative Democracy Thought. It mainly includes five parts: the nature and status of deliberative democracy thought, the specific object, the principle and the significance.The final chapter analyses the value of the Zhou En-lai’s Deliberative Democracy Thought. Zhou En-lai can be described as the first person of the theory of socialist deliberative democracy with Chinese characteristics. His deliberative democracy thought has a strong theoretical guidance and practical relevance which providing a lot of valuable historical experience and theoretical guidance and reference for the research of the system in the new period.Zhou En-lai’s Deliberative Democracy Thought not only inherits and develops the Marxism-Leninism, Mao Zedong Thought and the theory of the people’s democratic united front, but also laid foundation of the legal basis and historical experience of the socialist democratic theory in the Chinese theoretical system of socialism characteristic. It is the precious wealth of the Communist Party of China and the Chinese people which can not be forgotten.
